About

The Unit for the Attention and Integral Reparation to the Victims (in Spanish Unidad para la Atención y Reparación Integral de las Víctimas) is an institution from the Government of Colombia created in January 2012 based on Law 1448 (on victims and land restitution), which dictates comprehensive care, assistance and reparation measures for victims of the internal armed conflict.

The Unit seeks to bring the State closer to the victims through efficient coordination and transformative actions that promote the effective participation of victims in their reparation process. It is in charge of coordinating the assistance, attention and reparation measures granted by the State, as well as of coordinating the entities that are part of the National System for the Integral Attention and Reparation of Victims (SNARIV).

It is an entity of the national order with administrative and patrimonial autonomy, which belongs to the sector of social inclusion and reconciliation led by the Department of Social Prosperity (DPS).

Mission

Our mission is to lead State and Society’s actions to assist and comprehensively repair the victims, in order to contribute with the social inclusion process and peace.

Vision

By 2021, we will have achieved that the Victims, comprehensively repaired, could exercise their citizenship and contribute to the social inclusion and peace.

Strategic Approach

To bring the State and the Victims together through an efficient coordination and transforming actions promoting the effective participation of victims in their reparation process.

Strategic objectives

  1. To work jointly with the victims in the comprehensive reparation process to reconstruct and transform their life projects.
  2. To bring the State closer to the victims in order to give them a relevant, efficient, sustainable and timely offer.
  3. To define jointly with the territorial entities the implementation of Law 1448/2011, its Regulatory Decrees, and Law Decrees.
  4. To actively bind the civil society and the international community together, in the processes to comprehensively repair the victims of the armed conflict.
  5. To strengthen the trust , collaboration and innovation culture, to guarantee a dignified, respectful and differential care.
