The Fourth International Conference on Financing for Development (FfD4), convening in Seville from June 30 to July 3, 2025, represents a pivotal moment for reshaping the global financial architecture to meet the urgent challenges of our time. This high-level gathering brings together heads of state, finance and development ministers, UN officials, and private-sector leaders to address the mounting Sustainable Development Goal (SDG) financing gap, escalating debt burdens in low-income nations, and the compounding effects of pandemics, climate shocks, and inequality.

Building on the foundation laid by the Monterrey Consensus (2002), Doha Declaration (2008), and Addis Ababa Action Agenda (2015), FfD4 serves as a critical platform to evaluate and reform how the international community finances sustainable development. The Conference aims to advance measures that simplify access to concessional finance, mobilize private capital through innovative blended finance mechanisms, enhance domestic tax capacity, and promote debt sustainability—with particular focus on supporting the world’s most vulnerable countries.

Central to FfD4’s vision is the recognition of South-South and triangular cooperation as indispensable instruments for closing the estimated $2.5-4 trillion annual SDG funding gap. These cooperation modalities offer results-driven, solidarity-based alternatives that complement traditional North-South aid through peer learning, shared resources, and contextually relevant financing solutions. South-South partnerships leverage the collective strength of developing countries’ shared experiences and resources, while triangular cooperation brings multilateral agencies and developed-country partners into these collaborative frameworks.

Pre-conference analyses highlight how intensified South-South and triangular cooperation can yield innovative approaches to debt management, financing models, and development strategies that are both mutually beneficial and locally appropriate. Through regional integration initiatives, blended financing frameworks, and knowledge-sharing platforms, these cooperation mechanisms are being elevated as central pillars of FfD4’s action agenda.

Financing Our Future

The Fourth International Conference on Financing for Development (FFD4) provides a unique opportunity to reform financing at all levels, including to support reform of the international financial architecture and addressing financing challenges preventing the urgently needed investment push for the SDGs. FFD4 Conference will be held in FIBES Sevilla Exhibition and Conference Centre.

The International Conferences on Financing for Development are the only space where leaders from all governments, along with international and regional organizations, financial and trade institutions, businesses, civil society and the UN System unite at the highest levels, fostering stronger international cooperation.
