The new partnership demonstrates Brazil’s strong commitment on population and development issues by leveraging its international cooperation capacity
BRASILIA, Brazil – The new programme document of the Brazil-UNFPA Partnership for the Promotion of South-South and Trilateral Cooperation 2024-2028 was signed on May 9. The signing ceremony took place in Brasilia, at the Itamaraty Palace, headquarters of the Ministry of Foreign Affairs in Brazil.
The new Programme consolidates Brazil’s commitment to population and development issues within the framework of international cooperation for sustainable development, especially with regard to population issues.
“Brazil shares experiences with other countries in the Global South and we know that other countries learn from challenges as well as successes. The Brazil-UNFPA Partnership Programme for South-South and Trilateral Cooperation will facilitate this kind of sharing and we recognize that this partnership between UNFPA in Brazil and ABC is an inspiration and a source of learning,” said UNFPA Executive Director Natalia Kanem.

The new programme to promote South-South and Trilateral cooperation (2024-2028) responds to the strategic priorities of the Brazilian government and UNFPA on regional and global issues of common interest.
“South-South cooperation is a great opportunity for international development cooperation in recent decades. Today, South-South cooperation is a field of strong and autonomous presence of the Global South and Brazil is at the forefront of this movement,” said Ambassador Ruy Pereira, Director of ABC.
The event also celebrated the 30th anniversary of the adoption of the Programme of Action of the International Conference on Population and Development (ICPD) in Cairo, a historic milestone that put people’s human rights at the center of the global agenda and highlighted the links between sexual and reproductive health and rights and aspects of population and development.
National Population and Development Commission
At the same event, the reinstallation of the National Commission on Population and Development (CNPD) was celebrated within the General Secretariat of the Presidency of the Republic. After being deactivated for five years, the CNPD was recreated by Presidential Decree on March 27, 2024, with the aim of contributing to integrated population and development policies, following the commitments in the ICPD Programme of Action, which is now 30 years old.
The ICPD represented a historic milestone, placing people’s human rights at the center of the global agenda and highlighting the links between sexual and reproductive health and rights and aspects of population and development. The composition of the Commission will be broad, representative and equal, including 20 government representatives and a further 20 civil society representatives. Its reconstitution contributes to government coordination with civil society and to the implementation of new public policies for the country’s population and development agenda.
