G7+ Adopts Dili Resolution at 6th Ministerial Meeting in Timor-Leste

Foreign Ministers from conflict-affected nations gathered in Dili this week for the 6th G7+ Ministerial Meeting, marking 15 years of collective action in pursuit of peace and sustainable development. The meeting culminated in the “Dili Resolution,” outlining ambitious commitments to address challenges facing fragile states.

The ministers adopted several significant measures aimed at strengthening resilience and fostering peace:

  • Establishment of an Eminent Person’s Council to intensify mediation efforts in member states facing instability
  • Nomination of Timor-Leste President Dr. José Ramos-Horta as special envoy for mediation
  • Endorsement of a new framework for “Fragile-to-Fragile Cooperation” to institutionalize knowledge exchange
  • Commitment to convene a G7+ Heads of State Summit during the next UN General Assembly

With many member nations facing severe economic constraints, the ministers called for comprehensive debt relief for conflict-affected countries. The resolution urges international financial institutions to:

  • Prioritize concessional financing for fragile states
  • Establish special debt relief mechanisms, including cancellation of unsustainable debt
  • Reform debt assessment frameworks to reflect the realities of crisis-prone economies

The resolution highlighted the disproportionate impact of climate change on conflict-affected regions, demanding increased climate financing and reforms to make these funds more accessible. Ministers also reaffirmed their commitment to strengthening food security as a foundation for peace and resilience.

Sierra Leone will complete its term as Chair on December 31, 2025, with Solomon Islands assuming the chairmanship for 2026-2027. The Democratic Republic of Congo and Liberia will serve as Deputy Chairs.

The G7+ group, comprised of nations that have experienced conflict or are in transition to sustainable development, continues to advocate for tailored approaches to peacebuilding and development that reflect the unique challenges of fragile contexts.
