About ATCT
Established in 1972, the Tunisian Agency for Technical Cooperation (ATCT) is the national focal point for South-South cooperation in Tunisia, The Agency undertakes the follow-up of the triangular cooperation programs with a number of supporting partners, it also coordinates with the national authorities in order to benefit from the advantage of the opportunities in many fields and transfer the successful Tunisian experiences, as well as unleash the role Tunisia can play in transferring experiences and knowledge in the South countries and within the region. Its mission is to:
- Contribute to the elaboration and implementation of the policy of technical cooperation provided by Tunisia to friendly countries and international organizations.
- Promote technical cooperation through identifying the available individual and institutional competencies and seeking external opportunities to hire them.
- Manage the technical cooperation personnel seconded to ATCT to work abroad.
- Implement technical assistance projects through Triangular and South-South Cooperation mechanisms

The 1970s, which coincided with the establishment of ATCT, were marked by the laying of the first foundations of South-South and triangular cooperation, to which Tunisia has attached great importance since its independence. Over its 50 years of activities, ATCT has successfully placed about 65,000 Tunisian professionals abroad, dispatched more than 2,000 Tunisian experts to implement over 100 technical assistance projects. It also provided training to more than 5,000 executives from 40 Arab and African countries, within the framework South-South and triangular cooperation with the support of international donors and regional and international cooperation agencies.
In line with its policy to support South-South and triangular cooperation, Tunisia has contributed through ATCT to implementing technical assistance programs and projects and convening several important events in this field, offering an opportunity to showcase the expertise, and capabilities of our country as well as its experience in technical cooperation.
ATCT South-South & Triangular Cooperation Journey
1975: ATCT convened from 26 to 31 May 1975 a forum on “Technical Cooperation among Developing Countries” with the participation of several Arab and African countries, Canada, France, Belgium and international and regional organizations such as UNDP, the Agency for Cultural and Technical Cooperation (OIF), the German Agency for Technical Cooperation, the Organization of African Unity, the League of Arab States and others.
1977: ATCT started the first triangular technical cooperation projects for African countries, in coordination with the Arab Fund for Technical Assistance under the League of Arab States, which financed the dispatching of a group of Tunisian teachers to Comoros, Djibouti and Niger, then with the Agency for Cultural and Technical Cooperation under the Francophone Organization, which financed the dispatching of Tunisian experts in tourism, handicrafts, cinema, etc. to Comoros, Mali, Kuwait, Côte d’Ivoire and Togo.

1981: ATCT convened in Tunis the First Symposium of Heads of National Technical Cooperation Agencies in Developing Countries, members of the G77, in response to a recommendation by the Conference on Economic Cooperation among Developing Countries held in Caracas.
1988: Tunisia was selected by the United Nations as a focal country of South-South cooperation.
1995: Convening the Tunisian-African Partnership Days with the participation of 15 African countries and major donors such as the World Bank, the Islamic Development Bank, the Arab Bank for Economic Development in Africa, UNDP and others, which provided an opportunity to showcase the Tunisian public and private experience and enabled a number of Tunisian institutions and consulting offices to implement a number of projects in Africa.
1998: Convening the Regional Technical Cooperation Symposium in cooperation with UNDP, attended by some 15 African countries and several Tunisian institutions and regional and international donors, at the end of which more than 170 projects in sustainable human development were identified for future implementation.
2000: Tunisia has become a privileged partner for many developed countries involved in triangular cooperation, such as Japan, Germany and Italy, following which ATCT attended most important international and regional events such as the Tokyo Forum on African Development, the NEPAD meetings, the United Nations High-Level Committee on South-South Cooperation and other events.
2003: ATCT’s involvement, in cooperation with the NGO “Nadi Al Bassar”, in a program launched by the Islamic Development Bank to conduct campaigns against avoidable blindness in African countries.
2014: ATCT joined the initiative of the Islamic Development Bank (IsDB) to implement capacity-building projects in IsDB’s Member Countries through the Reverse Linkage Mechanism.
Workshop on South-South Cooperation
2016: ATCT joined the 3-2-C Initiative of the Islamic Development Bank (IsDB) which aims to strengthen partnerships between IsDB’s Member Countries based on three pillars: Convergence & Complementarity; Coordination & Collaboration; and Capitalization on Knowledge & Communication.
2017: ATCT has become a member of the Global Partnership Initiative on Effective Triangular Cooperation.
