The United Nations Environment Programme (UNEP) is the global authority that sets the environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Through its campaigns, particularly World Environment Day, UNEP raises awareness and advocates for effective environmental action.
Headquartered in Nairobi, Kenya, UNEP works through its divisions as well as regional, liaison and out-posted offices and a growing network of collaborating centres of excellence.
UNEP works closely with its 193 Member States and representatives from civil society, businesses, and other major groups and stakeholders to address environmental challenges through the UN Environment Assembly, the world’s highest-level decision-making body on the environment. The organization hosts the secretariats of many critical multilateral environmental agreements and research bodies.

UNEP’s Medium-Term Strategy (MTS) articulates UNEP’s role in delivering the promises of the 2030 Agenda for Sustainable Development and the United Nations Conference on Sustainable Development (Rio+20) as well as its outcome document, “The Future We Want.”
UNEP’s Strategy for SSTC
UNEP’s Strategy for South-South and Triangular Cooperation (SSTC), adopted in March 2020 serves as the guiding framework for all of UNEP’s activities on SSTC during the decade 2020-2030. The strategy details the objectives and actions meant to enhance SSTC application in the delivery of UNEP’s mandate and also outlines SSTC governance responsibilities.
The Strategy aims to enhance SSTC in the different stages of the programme and project cycles. Three objectives are outlined in the strategy: i) Enhance SSTC in UNEP’s Programme of Work; ii) Enhance collaboration and engagement on SSTC; iii) Foster and enhance innovative partnerships.
This Strategy provides a framework through which UNEP’s support to the Member States on South-South and triangular cooperation (SSTC) will be enhanced during the coming decade (2020-2030). The Strategy is aligned with other corporate policy documents and guidelines such as the Medium-Term Strategy (MTS) and the Programme of Work (PoW), the Resource Mobilisation Strategy (2018), the Private Sector Engagement Strategy (2019), the partnerships section of UNEP’s Programme Manual, the Gender Equality and the Environment Policy and Strategy (2016) and the Environmental, Social and Economic Sustainability Framework.
This Strategy has been developed to respond to the following: 1. Resolutions of the United Nations General Assembly and UNEP’s governing bodies (see footnote 1); 2. The Bali Strategic Plan for Technology Support and Capacity-Building (2005); 3. The Addis Ababa Action Agenda of the Third International Conference on Financing for Development (2015); The 2030 Agenda and its Sustainable Development Goals; 6. The Joint Inspection Unit (JIU) Report on South-South and Triangular Cooperation; The Outcome Document of the Second High-level United Nations Conference on South-South Cooperation (BAPA+40); and other relevant UN General Assembly resolutions.
