Policy Brief: Management of the Unified Social Assistance System in Brazil – UNICEF Social Protection Series

As part of the Brazil-UNICEF Trilateral South-South Cooperation partnership, the United Nations Children’s Fund (UNICEF) and the Brazilian Cooperation Agency (ABC) have been collaborating on an evidence generation agenda, examining Brazilian good practices, public policies, legal frameworks, and programmes at both national and subnational levels.

To that end, they have produced a series of five policy briefs focused on Brazil’s Social Protection system to provide insights for government counterparts and stakeholders interested in Brazil’s systemic and intersectoral approach to social protection and the addressing of multidimensional poverty, particularly among families and children.

The fourth policy brief in the series discusses the process of consolidating the Unified Social Assistance System (SUAS) in Brazil and its correlation with important national programmes, such as the Bolsa Família Programme, and tools such as the Cadastro Único. It also addresses aspects of shared responsibility between different levels of government in the implementation of social assistance.

The document provides insights on strategic and operational management, the various facilities that enable the implementation of programmes and services, and the factors that favour coordination between these facilities, services, and programmes.

In its concluding remarks, the policy brief highlights key characteristics that favour the governance of SUAS and the main implications of these on the social protection system, in addition to identifying key areas where SUAS could improve.
