About ACCI

The Comoros Agency for International Cooperation (ACCI) was established in 2016 as part of a comprehensive reform of the Comorian public administration. This reform aimed to enhance the efficiency of the administration.

In accordance with Decree No. 17-007/PR dated January 27, 2017, which pertains to the creation of the National Agency for International Cooperation (ACCI), specifically Article 2, this note outlines the specific missions and responsibilities of ACCI within its appointed areas of competence.

ACCI operates under the joint supervision of the Ministry of Foreign Affairs, International Cooperation, Diaspora, and Francophonie, and the Ministry of Finance, Budget, and the Banking Sector. At the same time, ACCI is endowed with legal entity and administrative, and financial autonomy.

The ACCI, a tangible proof of initiating structural changes for the Union of the Comoros, is responsible for advancing the country’s objectives in the Emerging Comoros Plan 2030.

Since 2018, with support from various institutions, it has engaged in awareness-raising and advocacy efforts with authorities regarding the significance of South-South and Triangular Cooperation (SSTC) in achieving the Sustainable Development Goals (SDGs).

A the same time, ACCI’s cooperation contributes to implementing the Emerging Comoros Plan (PCE) across vital sectors like water, health, education, agriculture, and climate change.

ACCI on South-South & Triangular Cooperation

Vision: “National actor in south-south and triangular technical cooperation for the achievement of the objectives of the PCE (Comoros Emerging Plan) by 2030 and of the SDGs”.

Mission on SSTC: “Cooperate with governmental and non-governmental actors of technical cooperation and SSTC”.

Strategic plan: Developed in 2019, and then, revised in 2022, the Agency’s Strategic Development Plan (PDS) operates on different levels of international cooperation corresponding to its strategic focus which are:

  • Cooperation in education and training.
  • Monitoring and evaluation of international agreements and conventions;
  • Coordination and monitoring of governmental and non-governmental organizations.
  • South-South and triangular cooperation.
  • Humanitarian cooperation.

ACCI aims to contribute to the realization of this vision in two ways:

  • Develop South-South & Triangular cooperation, as pragmatic alternatives to attract solutions adapted to development challenges
  • Develop economic diplomacy to promote job creation and prosperity for the Comorian population.

Since its creation, the Agency has acquired certain notoriety both at the national and international level, to the point of allowing the Union of Comoros to be elected in 2019, representative of the Indian Ocean in the Council of Administration of the Network of Francophone Actors for South-South and Tripartite Cooperation, RAFSUD, for the next three years, on the occasion of its 1st General Assembly.

ACCI has conducted several partner mobilization visits, both with cooperation agencies and international institutions. These exchanges have led to concrete results in the Comorian territory, including partnerships with the Moroccan Agency for International Cooperation (AMCI), the Tunisian Agency for Technical Cooperation (ATCT), the Brazilian Agency for Cooperation (ABC), the Egyptian Agency for Partnership for Development (EAPD), Palestinian Agency for International Cooperation (PICA), JICA, IsDB and Network of French-Speaking Actors for South-South and Tripartite Cooperation (RAFSUD), launched by the International Organization of La Francophonie.

Rwanda, Comoros Agree to Further Development Cooperation

Following an agreement signed between Rwanda Cooperation and the Comoros Agency for International Cooperation, Rwanda and Comoros have agreed to utilize their development cooperation agencies as a means for further strengthening collaboration towards Sustainable Development.

MOU between the Egyptian Agency Of Partnership For Development (EAPD) & ACCI

Cooperation between the two agencies within the framework of efforts exerted to support the Comoros to realize the sustainable development goals and the African Union Agenda 2063.

ACCI and ATCT Cooperation in the Healthcare Sector

Experts from the Pasteur Institute in Tunis in Moroni collaborated as part of an IsDB-financed Reverse Linkage project between ACCI and the Tunisian Agency for Technical Cooperation (ATCT), aimed at strengthening human and organizational capacities of the El Maarouf National Hospital Center
